ZIP 21244 belongs to about 38,200 people, and the post office calls all of it Windsor Mill. The Census Bureau draws it differently. Most of the ZIP falls inside the place it names Milford Mill. Roughly three in ten residents live in the northern part of Woodlawn, and a small corner reaches into Randallstown.

None of that changes your sale. A buyer prices a 21244 house from recent sales of similar homes nearby, whichever name ends up on the listing. It does explain why the same street can show up under three town names depending on which website you check.

Named for a Road Older Than Baltimore

The name comes from Windsor Mill Road, which was in use before Baltimore was founded in 1729. In 1808, county residents asked the state legislature to extend it and keep it repaired. Today it runs about seven and a half miles from Edgewood Street in West Baltimore, past Gwynns Falls and Leakin Parks, over the Beltway with no exit, and out to Old Court Road.

Nobody is sure where the mill itself stood. A history piece published by the Dickeyville community points out that the area now called Windsor Mill sits nowhere near running water. The mill the road was built to reach most likely stood down on the Gwynns Falls, close to today's Dickeyville.

Around Windsor Boulevard, Most Townhomes Are Rentals

The neighborhoods mapped as Windsor Mill and Claybrooke sit at the southern end of 21244, along Windsor Boulevard, Rutherford Road, Lord Baltimore Drive, Tudsbury Road and Claybrooke Drive. The Census blocks there hold about 3,560 homes. Half are townhomes. About 1,060 are in apartment buildings, and only about 740 are detached houses. Most were built between the 1970s and the 1990s, with the 1990s the busiest decade.

Of roughly 1,600 occupied townhomes in these blocks, about 1,280 are rented. That is close to four in five, so most Windsor Mill townhomes belong to someone who lives somewhere else. That owner is usually the one weighing a sale: an investor who bought one unit years ago and is tired of the repair calls and the late rent, or someone whose tenant just moved out and who has to decide whether to do it all again.

Empty units are common. About 330 homes in these blocks were vacant at the last count, around one in eleven, and fewer than half of those were listed for rent.
